Municipal By-Law Drafting and Enforcement Administration

This course equips municipal officials to draft enforceable by-laws and to administer a credible enforcement regime once they are promulgated. Participants work through the drafting, public participation and gazetting process, then examine how to operationalise by-laws through notices, fines and municipal courts. The programme responds to the reality that many African municipalities have outdated or unenforceable by-laws that undermine service delivery and public order.
